On Friday, January 28, 2022, PHMSA published updated Operator Qualification (OQ) Frequently Asked Questions (FAQs) from the OQ Federal pipeline safety regulations found in 49 CFR part 192, subpart N, and 49 CFR part 195, subpart G. These updated OQ FAQs will replace any outdated or irrelevant FAQs from previous announcements.
The OQ FAQs were created to help pipeline operators better understand how to apply the OQ Federal pipeline safety regulations. FAQs are to complement PHMSA’s OQ Federal pipeline safety regulations, but do not imply new obligations that are not currently stated in regulations and standards.
OQ FAQs are organized into the following categories:
- Application and Customization of ‘Off-the-Shelf’ Programs
- Contractor Qualification
- Management of Other Entities Performing Covered Tasks
- Training Requirements
- Development of Covered Task List (Process)
- Evaluation Method(s)
- Development and Documentation of Areas of Qualification for Individuals Performing Covered Tasks
- Covered Task Performed by an Unqualified Individual
- Work Performance History Review
- Abnormal Operating Conditions (AOC)
- Personnel Performance Monitoring
- Re-evaluation Interval and Methodology for Determining Same
- Program Performance and Improvement
- Management of Changes
- Supervisory Personnel
